25-CR-89 USA v. Hannah Dugan

Decision and Order

The court denied the defendant’s motion to dismiss. The court concluded that the defendant failed to establish absolute judicial immunity for the acts alleged in the indictment. The court further concluded that the Tenth Amendment did not preclude the charges. Finally, the court determined that the canon of constitutional avoidance was inapplicable.

Labor Day

The United States District Court for the Eastern District of Wisconsin will be closed on Monday, September 1, 2025, in observance of the holiday.

CJA funds have been depleted as of the week of July 7, 2025

As of the week of July 7, 2025, Criminal Justice Act (CJA) panel attorney funds have been depleted. Panel payments will be deferred until funds become available. Attorneys should continue to file vouchers, and the Court will continue to process and approve CJA vouchers as normal during the payment deferrals so that payments can be disbursed as soon as funding is available.  

The Judiciary will continue to seek every opportunity to obtain additional funding to meet this need. The Court will provide updates as soon as funding becomes available.

Revised Litigant Instructions for Judge William C. Griesbach

The “Preferred Procedures and General Information for Litigants Appearing Before Judge William C. Griesbach” has been revised. Judge Griesbach wishes to highlight for interested attorneys the Streamlined Summary Judgment (SSJ) procedure which may be used when a wholly or partially dispositive issue is narrow, discrete, and capable of early resolution without the need for extensive discovery, i.e., statute of limitations, statute of frauds, issues of contract interpretation, or is capable of resolution by conclusive video evidence.
